Created on March 22, 1862, to consist of New Jersey, Pennsylvania, Delaware and the Eastern Shore of Maryland and Virginia along with the counties of Cecil, Harford, Baltimore and Ann Arundel in Maryland. Almost all of the troops were from Dix’s Command of the Army of the Potomac.
