On May 21 Virginia militia at Manassas under Philip St. George Cocke became part of the Confederacy. Cocke was given the rank of Colonel in the Confederate States Army and was superceded in command by Brigadier General Milledge L. Bonham. |

On May 15, 1861 Brigadier General Joseph E. Johnston was appointed to take command of the Virginia militia forces at Harpers Ferry training under Thomas Jackson. The Virginia militia became part of the Confederacy on May 21 and Johnston arrived to take command on May 23. |

On May 26 Colonel John Magruder was given command of the Department of the Peninsula with his headquarters in Yorktown. |
