The Army of Northern Virginia under General Robert E. Lee was in defensive positions on the south side of the Rappahannock River around Fredericksburg. Longstreet’s First Corps was detached in Tennessee, leaving Ewell’s Second Corps, Hill’s Third Corps, and Stuart’s cavalry. The Mine Run Campaign failed to produce a maor battle or decisive results, and the army went into winter quarters
The Department of Richmond under Major General Arnold Elzey guarded the Confederacy’s capital from threats to the east and south.
