The Army of Northern Virginia under General Robert E. Lee was in winter quarters on the south side of the Rappahannock River. Lieutenant General Longstreet with two of his First Corps divisions was detached in southern Virginia. |

Lieutenant General James Longstreet was appointed to command the Department of Virginia and North Carolina, which was operating against Union forces occupying Suffolk, Virginia. Longstreet brought two divisions down from Lee’s army on the Rappahannock with the understanding that he would quickly return to Lee if Union forces began offensive movements along the Rappahannock. |
