An organization with a sufficient number of companies for a regiment was effected under the direction of General Canby in December 1862, but before commissions had been issued to the field officers, seven companies were detailed for special duty. The three companies that remained performed provost duty in Philadelphia without field or staff officers, except an Assistant Surgeon.
