The Army of Northern Virginia under General Robert E. Lee was in winter quarters on the south side of the Rappahannock River. Lieutenant General Longstreet was detached with two of his First Corps divisions for the Suffolk Expedition in southern Virginia. It was hoped that he would be able to return in plenty of time should the Federals show signs of an offensive.
