The 1st West Virginia Veteran Infantry Regiment was organized by the consolidation of the 5th and 9th West Virginia Infantry. The terms of enlistment had expired for those regiments but many of their men were either Veterans who had reenlisted or recruits who had joined later and who still had time left on their enlistments.

The field officers were Colonel Isaac H. Duval of the 9th West Virginia and Lieutenant Colonel William Enochs

The regiment was attached to to the 1st Brigade, 2nd Infantry Division, West Virginia.

November Duty at Beverly, West Virginia, Cumberland, Maryland, and other points in the Department of West Virginia
December 19 Colonel Issac H. Duval was promoted to Brigadier General and Lieutenant Colonel William Enochs was promoted to Colonel.
