The Army of Northern Virginia under General Robert E. Lee was in winter quarters on the south side of the Rappahannock River, while Longstreet with two of his First Corps divisions was detached in southern Virginia.
Confederate General James Longstreet Lieutenant General James Longstreet commanded the Department of Virginia and North Carolina, which was operating against Union forces occupying Suffolk, Virginia. Longstreet had brought two divisions down from Lee’s army on the Rappahannock.
