Created on June 9, 1963 in response to the Confederaacy’s developing invasion of Maryland and Pannsylvania. The Department consisted of all troops east of Johnstown and the Laurel Highlands in Pennsylvania, with headquarters in Chambersburg. The troops were intended to consist of newly raised militia units bolstered by a few veteran regiments.
