The department went through a major reorganization in December creating four divisions. The Maryland Heights Division and the Martinsburg Brigade became the First Division. Campbells’ Mullingans, and Wilkinson’s Separate Brigades of Scammon’s Division were formed into the Second Division. Averill’s Separate Brigade was expanded into Averill’s Cavalry Division.
