Major General Ambrose Burnside
On November 14, 1862, just a week after Ambrose Burnside took over the Army of the Potomac, he created a new command level, the “Grand Division.” Each of the three new Grand Divisions consisted of two corps, with the senior corps commander taking command of the Grand Division. It was an admission that there were simply too many high-level units for an army commander to effectively control, particular for a general who openly admitted his unfitness for the job.
