Lieutenant General James Longstreet 

The First Corps was established from Longstreet’s Command November 6, 1862 after the Confederate Congress passed legislation at the end of October allowing the creation of army corps.

In the pause in operations following the Maryland Campaign and the Battle of Antietam many regiments were transferred between brigades in pursuit of President Jerrerson Davis’ goal of creating brigades with all the regiments from one state.
